Screw Before Crisis, or whatever that game is that deals with the Turks. I'm not sure what Tseng looked like before FF7, and frankly, I don't care. xD (btw. I know he looks like a girl. But it's a guy.)
I think it's an unspoken agreement between all fangirls that Tseng is Wutaian, which explains the outfit...I hope. He leaves during/right after the war. His family is dead...his home is destroyed...he needs an occupation. </speculation>

I don't think he looks like a girl here, just young. Like, no older than 14. I've also always had it in my headcanon that he was in the War.
